Turkish and Georgian people have entered into negotiations since independence of Georgia. As a result of these relations in 1996, in Ankara was founded Turkish Georgian Fund for Friendship and Solidarity named after Edward Shevardnadze. By means of this fund relations between this two nations have gained the official character. Beside state organizations Georgian people, living in Turkey were presented by the non propfit organizations. Meetings were held not only in Ankara, but also in İstanbul with the attendance of Georgian Ministers. Besides this activities, the idea of openning the representation of the fund in İstanbul, as well as by the help of contacts with Georgian Catholic Church, (located in Shishli, İstanbul) the idea of establishing of the cultural centre on the territory of Shishli was puted on the agenda. Meetings were held in the Trade of Commerce with the attendence of fund representatives as well as with the 44 countryman of İstanbul. During the following meetings it has been decided that it could be easier to establish joint Fund rather than separate University or Cultural Centre. Negotiations were held on 1 June,2000 in the Tekfen Holding in the office of Mr. Nihat Gokigit aimed to open Turkish-Georgian Fund of Education and Culture. The enterprising group has decided to open Turkish-Georgian Fund For Education and Cultur. By the disicion made on 18 june,2000, the candidates of the membership of the fund were invited on the meeting of enterprising group. With the presence of 39 founders and notary, ex-state Minister Refaiddin Sahin as a president, Simon Zazadze, İsmet Acar, Fehmi Yilmaz, Habil Kucuk, Sinasi Kus, Ali Gunduz, Pol Zazadze, Mevlut Artvinli ( General Director) were elected as a Board of Directors.
The first meeting of enterprising group was held on 2 September, 2000 in Beykoz-Acarkent-Coliseum. According to the poll, Mr Refaidin Shahin was elected as a honorable Pesident, Mr. İsmet Acar as a Vice-President, Simon Zazadze, Fehmi Yilmaz, Habi Kucuk, Sinasi Kus, Hakiki Yilmaz, İsmet Dindar as a Board of Directors and Mevlut Artvinli as general director.
After the following date, with the contributions of Mr. İsmet Acar the center of the fund was alocated in the A block of Bussiness Quarter of Acarlar, were it still continous it's activities.
